I think it's because they're inspired by a lot of western fashions and designers and also because they're breaking the mold that the Japanese society has set for them.

They don't want to be mindless robots working seven days a week and never having fun. They don't want to look just like everyone else.

I think street fashion in Japan is their way of expressing their individuality and their dislike for their modest society.
